Over 1 GWh Across Three Stages, Zhiguang Energy Storage and Chuangyuan Metal Set a New Standard for Grid-Forming Storage and Green Power

Inner Mongolia Chuangyuan Metal Co., Ltd. and Guangzhou Zhiguang Energy Storage Technology Co., Ltd. (“Zhiguang Energy Storage”) signed the Phase III cooperation agreement for their integrated renewable–grid–load–storage project. With the completion of Phases I, II, and III, the total capacity of grid-forming cascade high-voltage energy storage now exceeds 1 GWh, setting a new industry record for user-side grid-forming storage deployments.

Since 2024, the two parties have deepened collaboration across project development, forming a full-chain partnership covering technology R&D, engineering implementation, and system integration. This has enabled large-scale application of grid-forming cascade high-voltage storage for heavy industrial loads and created a replicable model for high-consumption enterprises seeking stable green power supply and low-carbon transformation.

Deep Collaboration Under Strong Policy Momentum: Total Scale Surpasses 1 GWh Across Three Phases


All three project phases are located in the industrial park of Holingol, Tongliao, Inner Mongolia, and are equipped with Zhiguang Energy Storage’s independently developed grid-forming cascade high-voltage storage system. With the release of the National Energy Administration’s new guidelines promoting deeper integration of renewable energy, grid-forming capabilities have become mandatory for new energy grid connection. Leveraging abundant wind and solar resources on the Horqin Grassland, the partners have jointly built a coordinated “wind-solar-storage-load” green energy ecosystem.

• Phase I (Chuangyuan Metal): Completed the world’s first joint black-start test combining grid-forming cascade high-voltage storage with a coal-fired unit, earning recognition as an outstanding local demonstration project in Inner Mongolia.

• Phase II (Chuangyuan Keyou New Energy): Equipped with 72 battery containers and 4 grid-connection modules, offering full-scenario grid services including frequency regulation, peak shaving, and black start.

• Phase III (Chuangyuan Keyou New Energy): Further enhances the full “renewable–grid–load–storage” loop and strengthens regional grid support capabilities.


With a combined capacity exceeding 1 GWh, the project is now one of China’s largest user-side grid-forming energy storage demonstrations, providing a strong foundation for large energy-intensive enterprises to absorb green power at scale.

Grid-Forming Technology Enables Stable Green Power Supply for Industrial Operations


Despite abundant wind and solar resources, the Horqin region faces harsh weather conditions—extreme cold, heat, and strong winds—combined with the intermittency of renewables, posing major challenges for continuous industrial production. For Chuangyuan Metal, whose operations rely on high load and high reliability, securing stable, high-quality renewable power became a core requirement.

Zhiguang Energy Storage’s grid-forming cascade high-voltage system uses “self-synchronizing voltage source” control to actively establish grid voltage and frequency, delivering strong inertia support and wide short-circuit ratio adaptability. In Phase I, the system successfully achieved black start and synchronized grid connection of the supporting coal-fired unit, proving its ability to maintain stability under extreme conditions.


“This system functions like both a ‘power buffer’ and an ‘emergency supply’ for the factory,” noted the Chuangyuan project lead. With the system’s advantages—“simplified plant design, strong grid-forming capability, higher efficiency, and superior safety”—green power utilization can be significantly increased. Even during sudden wind output drops or grid disturbances, the system responds instantly, preventing production interruptions and ensuring truly uninterrupted green-power direct supply.

A Benchmark for Industrial Decarbonization


The collaboration between Zhiguang Energy Storage and Chuangyuan Metal combines grid-forming storage, wind and solar generation, and industrial load into a highly integrated model, charting a new path for aligning low-carbon development with efficient production. It maximizes renewable energy consumption, reduces power costs, and enhances supply reliability.

This model sets a pioneering example for energy-intensive industries nationwide. As the dual-carbon strategy accelerates, sectors such as steel, electrolytic aluminum, and alloys face urgent demand for green-power substitution. Grid-forming cascade storage is emerging as the “golden key” to achieving reliable renewable power supply.


A representative from Chuangyuan emphasized that the Phase III cooperation is a crucial step in the company’s green transition. As the full project comes online, this end-to-end energy solution—covering generation, storage, and consumption—will continue to unleash green momentum across the Horqin region, speeding the shift toward a cleaner energy structure and establishing a benchmark for direct green-power supply, contributing actively to China’s dual-carbon goals.
